Housing association appeals against regulator

​A manager and five trustees have been forced onto the organisation's board

Thistle Housing has lodged an appeal against the Scottish Housing Regulator’s (SHR) decision to appoint a manager and five members to its governing body.

The regulator used its statutory powers to make the appointments in August a bid to bring Thistle’s management back to required standards.

Action was taken after an independent review exposed governance and financial management failings.

However, Thistle Housing Association, which is based in Glasgow and serves Toryglen, has now appealed this decision.

A spokesperson for Thistle told Scottish Housing News: “The elected members of the governing body of Thistle Housing Association have submitted an appeal on 5 November, against the Scottish Housing Regulators decision to use their statutory powers to appoint a statutory manager and to appoint five members to the governing body.

“Thistle will continue to serve the community of Toryglen and work constructively with the Scottish Housing Regulator during this difficult time.”

As well as Thistle being non-compliant with regulatory standards of governance and financial management, the board of the housing association was also unable to demonstrate that it has the skills and knowledge required to be effective.

In August Ian Brennan, SHR’s director of regulation, said: “Thistle has recognised the need to change in order to comply with regulatory standards. Our intervention will support that change so that tenants and service users have the benefit of a fully compliant registered social landlord.”
