Poverty is still a major problem in Scotland with young people from poorer backgrounds, women, those with disabilities and ethnic minority groups still most at risk. The Scottish Government's independent adviser on poverty Naomi Eisenstadt has suggested 15 measures the Scottish Government should pursue to tackle poverty - one is scrapping the council tax freeze. Her first report, Shifting the curve, recommends bold new approaches to local taxation to fund affordable housing and other local authority measures to tackle poverty.
